Windows 7 Starter Background and Color Scheme?

I'm trying to change the background and color scheme of Windows 7 Starter, but there's no option to directly do so, as far as I can tell. I've looked it up, but everything requires you to download programs, and I don't exactly trust some of them. Is there a way to change the background and color scheme without downloading programs? (By color scheme, I mean how the windows and taskbar are a greyish-silver color. I want to change it to an orange-yellow.)
