Adding HP?

I made a HP warrior and I'm level 15 but can't add HP...
what level do I have to be before I can add to my HP?

I heard beginners can at 21, so I'd assume a similar thing for warriors.

You can start adding AP at level 20 now, rather than from the start, on all classes I assume.

Yea I got to level 20 and was able to add to hp. Thank you all~
