does the kms version of neo tokyo, neo city, have the neo tokyo weapons? if so, what are the stats and requirements to make them? how many levels can the weapons lvlup?

also, how does the slowing skill on the weapons work? does every weapon get the skill or is there only a certain chance on gaining the skill? the skill apply's to 10% of the your attacks right?

No, Neo City does not get Future Toukyou's weapons at all.

The weapons do not level at all. That information was false. (I can prove this if need be.)

Every weapon has a different skill, though I think there's only darkness and slow and I believe it's determined on the color of the weapon (I'm not entirely sure with this one...). I'm not sure when it works, but I do believe it's at a % chance of working, but my Sphere Glaive Knuckle that I made never had the ability to cause a status effect.
