Differences between Peer block and guardian

im not sure that this is the right area but im just wondering what's the differences between the two( peer guardian 2 and peer block)? i do know that with block i dont have to use dseo 1.2 to give it a code for my vista 64 bit ... yet im just wondering are they the same and block is just an alteration .
