It isn't exactly a PQ, as more as a section of the quest. He got access to akihabara for completing the park quests.

So, by that definition, it is a party quest. Quote:what did u get for it? 50 Silver Coins, 3 Minagiri Drinks (+25 Attack / +30 Magic Attack), and access to the next area (2102 Akihabara).
