Maker + Stimulator

Can an item become under average by just using Maker and a stimulator?

-Doesn't want to read a guide or anything where I can find the answer-

Hmm well, it seems like the stimulators add +0-5, so if a production can result in a below average item without a stimulator, it can with one too.
