Did they make the EXP reduction... permanent?

I noticed my EXP to level from 143 to 144 is ~81m EXP, yet on the hiddenstreet EXP tables, the EXP to level from 143 to 144 is supposed to be ~101m.

I haven't leveled yet, so I am not sure if this is some glitch where the EXP values reset to it's normal values after I level up, or it's indeed a permanent EXP reduction.
