If you buy a Zakum Helmet/ Horntail Pendant do you have to do the quests to equip it?

No problem. Also, the only time you would have to do a quest is with the Horned Tail Pendant, and that's only if it's not already scrolled with the Dragon Egg.

But other than that you can equip both the Zakum Helm and the Horned Tail Pendant as long as you're level 50/120 or higher.
