As much as I agree with you, I think Pink Raichu would be better. Afterall, it looks more like raichu than pikachu... despite how it talks.

I don't think there is a level to get there but every map has a quest with a level limit[I think] , highest level is 140 to reach the last map and I believe and lowest is 90?

ANY level can go to the first map, but the first quest begins at level 91. To get to Raika's and Pink Been's map (Raika's map is the final map of the Oblivion area), you have to be over level 135. The only quest that requires you to be level 140+ is the quest for killing Pink Been himself.
