It does come from Henesys. And while I am not 100% sure I do believe it's less common than it was during the event since I've only seen a total of 2 in the FM compared to 30+ during the event.

Plus their price has doubled from what I've seen.

I know they come from the Gachapon, if you are only trying to get the seat and nothing else, then I can't help you. But if you don't mind getting something else, try a Gachapon that gives good stuff too.
