This has been bugging me for a while. There are certain files that SOMETIMES can not be renamed or deleted but as soon as you restart your machine, it magically works. One of the logical reasons that I came up with is that they are being used by some processes or something like that... but in this example, I can't see why this .mp3 file that has been sitting on my desktop for months can't be deleted.

I want to know the reasons as to why you can't rename/delete a file. Why is the OS blocking it? Also, is there any software out there that can help with deleting/renaming?

Either you don't have enough rights/priviledges (depending on if you're on your admin account), or it's currentling processing or using it, like you stated. That's all I can think of. Some files also can't be deleted or named depending on if you downloaded them from certain websites or companies.

It's usually because the file is in use, even if you don't think it is, or even if it shouldn't be. Usually manually ending task explorer.exe and restarting it will work if you don't want to reboot.

Boot in Safe Mode and delete it.

Seconded. I've had to use this a couple of times for deleting files that refused to be deleted, it's fairly easy to use too.

Thirded and linked. If you're curious and want to find out what process has the handle that's keeping you from renaming the file, download process explorer, and do Find->Find Handle or DLL... and enter the name of the file.
