I have repeatedly did the firecracker quest, yet I have never gotten Power Elixers. I fired the firecrackers, I made sure to hit a ghost; I even killed two once! What's the trigger to get the Elixers?

Did you start the second quest after getting the firecracker item? If you don't start it, and just use the firecracker, then you can't get a reward.

Once you start the quest, and get the 30 barrels. You go and get the firecracker, once you get the firecracker, click on Mr. Moneybags AGAIN and activate the Finding a ghost I think quest. THEN capture one.
I know Isaac explained it, I'm just bored waiting for him to respond to my comments.
