I'v got all the teo, and i want to make this throwing stars. Beside the teo's, what else i need?

To make a set of balanced fury you need:
- 1 of each Tao (Harmony, Shadows, Sight)
- 100 Black Crystals
- 30 Typhon feathers (which are not tradeable btw)

You also need to finish all the quests given to you by the crew of Dead Man's Gorge.

Regarding the Forging quest, I seem to be stuck, and since you're talking about the balance fury, which quests am i missing?
Quest completed:
Fallen Woods
Subani's Legacy
Storming the Castle
Stemming the Tide
The Brewing Storm
Mark of Heroism
I cant find any more quest available besides the ones in NLC that aren't related at all.
So far Taggrin, Joko and Mo (merchant npc) are talking to me and Fiona is still not. What am I missing?
btw I have the Crimsonwood Keystone and Marker of Heroism in my setup already

You have to do the "unrelated" quests from NLC to get the map of phantom forest.

The Right Path (give it to Joko and more ninjas will talk to you)
It also opens up the "Lost in Translation" quest sequence from the Barricades.
