Actually, as far as I know, they only go on sale randomly (on a per account basis? Like you could have them, but someone else doesn't) as part of an event with Blair (which I don't know if they've even brought back since they first had it), so they way more often than not don't have them at all. But I think you can buy as many as you want while you have them in the CS.
