I don't think it applies to anything other than skills which increase the damage of other skills, the rest of the video still has damage/final damage in the usual places. I don't really like this new language, I don't find that "x% points" conveys its meaning all that well, other than the fact that it's supposed to represent a different concept than just "x%", like they might as well have just called it "x% prime". Why not say something like "Increases [skill] damage by a flat x%" instead of something like "Increases [skill] damage by x% points". Yeah, Max explained that on his blog. Admittedlly, "points" is kind of an odd word choice, but whatever works.
