Since most hard/chaos mode boss 1 hit KO and the fight is pretty much a dodging game. Of course, longer ranged skill would be different story.

It's why hurricane type skills are good for bossing

you are looking for maximum damage which comes from dps. HPS comes into factor when capping

a better way to word this question is "damage per hit" rather than "damage per second".
