I believe the reason why the "strict" rules are in place is so that there's (hopefully) no possible way the advertisement provider (google adsense?) can stop providing the host with ad revenue which pays the fees that enable southperry to be online. As such, if someone were to fully pay for the hosting costs out of pocket, there would technically be no need for advertisement revenue, and then the rules might be lifted
