Are Willow Dodge and Jinsoku broken? - King Kappa - 2014-11-02
Today I spent some time, about six hours, on my hayato doing evo and other low level grindy stuff to get him up. I've got jinsoku maxed so I dodge all the time but I almost never see willow dodge stacks. I usually get willow dodge stacks and jinsoku procs around every seven minutes while standing on top of mobs. Willow dodge proc change is 60% on dodge and jinsoku proc chance is 35%, at around 85% base dodge that hayato has (iirc) they should be proc much more often. Are they broken or what?
