Anniversary scrolls don't work on shoulders - ¬Rob - 2014-05-09

Describe the problem. Be as specific as possible!:
I decided to innocence my shoulder pad since I failed the slots I tried to chaos months ago and these scrolls are better anyway, turns out the scrolls don't work with it.
Tried both armor and accessory scrolls, tried 3 different ways to scroll(drag/drop via equips, scrolling UI, and legendary spirit).

Also a friend said they don't work on badges.
