Are the free equips you get through doing the Commerci quest line of any value? Also do they have a set effect? It says that they are untradable once equipped so there's no way for me to know about a set effect without equipping one (or is there??).

There is no set effect.
You could try selling them in FM for maybe 1-2mil per piece.

You can tell about a set effect without equipping an item by unequipping your corresponding item.
If you are not wearing a corresponding item, the tooltip doesn't show it on the right panel, so it has room to show the set effect of the equip you're looking at.
For example, take off your hat, and then hover your cursor over the commerci hat.
But, as answered above, the Commerci equips have no set effect.

If you right click the equip you want to check, it'll also allow you to check the set effect, bringing up the set effects panel rather than the stats of your currently equipped item.

Not "change".
I believe you can "transpose" their scrolling onto a clean sweetwater equip, same as Empress gear.
