Where is the best place to hunt for these? I killed everything in the labyrinth but never saw it dropping.

It drops from everything in the labyrinth just kill more of them.
Personal favorite is Elder Wraiths because they autoaggro.

It's a rare-ish drop. Expect to be there for awhile.
