I can confirm that they work with 80% unique potential scrolls but I haven't tried the 60% version.

I have also used one with an 80%. The scroll passed but the guardian scroll effect was used up but I assume it'd work if it failed.
I see no reason why the 60% should be any different.

Yes, guardian scrolls work with 60% unique potential scrolls. I've used this combination quite a bit myself.
