Salsa is spanish for "sauce" so it can be anything, not just hot sauce. i.e. "salsa de tomate" means "tomato sauce" (or ketchup if you're weird).

Salsa is typically used as a dip. If you ask for hot sauce, you expect to receive a sauce made from chili peppers, salt, and vinegar. Hot sauce is typically eaten with meats.

Additionally, salsa can also be eaten with meats, but that is usually in Mexican-style dishes.

I find that I use salsa as more of a sauce whereas I use hotsauce to give my food a small spike in flavor.
