I have no idea, actually. I'm guessing no, since Singapore is World Tour, and Zipangu might be World Tour...but I'm not sure...

I don't know if all of aqua road monsters are this way or just a few. But gobies and bone fish DON'T drop the rascal snow pieces either.

I can confirm that STDs drop them, too. So yes to Mu Lung and most likely, Herb Town.
