1. Did Buff Duration work with Hyper Skill ?
Helmet [Legendary] : Cooldown - 2 Sec
2. Did Cooldown -2 sec work with Hyper Skill too ?

No, i'm pretty certain that cooldown reduction and buff duration do not work with Hyper Skills.
