has anyone been able to find the paints in the cash shop? I've been looking for the past 2 days for the red paint, but can't find it. Are they effected by the sort options in the cs?(alphabetical, price, etc)

You can just spam click on a single category instead of alternating between two; not that it matters though because you'll still find them either way. Just make sure you favorite them all since they disappear when you log out.
