Is this medal still obtainable?
The guy in Lith Harbor that has quests related to family/rep doesn't offer it and neither does Dalair so I'm not really sure who else would offer it, if it is still obtainable.

Did you check medal screen? It's been a couple months since I got mine but I don't remember having to go anywhere specific to get it. I think it's one of those automatic complete things that just pop up when you got 1000 people under you.
