How rare are they? is it better to get them from babies or adults?

They are as rare as any other drop from CWK and PF. I think adults are easier.

Babies don't drop anything at all now, but even when they did drop stuff, the Typhon feather wasn't one of them.
I usually get about 12 an hour, which would translate to 1 every 5 minutes. I've dropped somewhere in the neighborhood of 600 of them, used 75 to make my bow, and 4 for the quest, plus I have about 100 in my inventory right now reserved for Crimsonwood 2 should they be used in something else I want/need. I'm sure if you asked an archer training there they'd let you loot a few, I know I've done that a few times.
