It passed the Commons, but still needs Parlimentary approval. Does David Cameron also need to sign the final bill to make it a law, similar to design of the U.S. federal government? My apologies for lack of knowledge on British politics. Regardless, if so it appears he's supportive, so that's good news. Commons is one House of Parliament . It goes to the House of Lords next where they will either pass/reject it or place a hold on it for further debate (much like the US Senate). While I'm confident that it will ultimately become law, the House of Lords is the place that it would most likely be tied up due to the large concentration if traditionalists in that house. A good majority of lords are also prominent members of the Church of England. However, she can take her sweet time (or not) with it to send a message that she does not like it (or does like it). Also, voting in the House of Lords is more symbolic than anything since all it really does is delay passage since the Commons can force bills through after two (or maybe it's one) rejections from the Lords.
