You still have to buy the Slurpee, so no, it is technically not free.
The Slurpee page just allows you to redeem your code and shows the prizes you can win in each game.
Mabinogi- Slurpee potions- heal 100 HP each
Maple Story- 2x Card-90mins
Sugar Rush- Reserved spot in Closed Beta and Set of Slurpee clothes (Slurpee hat, 7-11 Shirt, Slurpee straw weapon)
Combat Arms- 7-11 Hat, and 7-11 Supply Case with surprise inside.
