you basically stay in helisium till 40 or so doing quests if i remember

Kaiser quests totally drop off after level 40ish. They're still there but they become "oh we need research information go kill X enemies from the place we think you should level". Like it tells you to go to Ludi at level 60ish but it's completely optional and requires effort unlike Lumi.
