First off, I know that you can get your Hyper Skills when you reach level 140 and over, but how does the whole process work, what do you need to do or who do you need to go to get it?

You don't have to do anything, you just click the Hyper Skill button in your skills window to open the UI, and you can add points if you have them and you're at the required level for the skill.
