Welp seems like tyrant/empress aren't affected by scissor limit like the vague patch notes say. This may be fixed but as of right now it doesn't affect them

Idk if this deserved its own thread since the patch in KMS is a few days away, but I guess this is an improvement from the original s'hitstorm that has yet to be released.

I could have sworn this was already mentioned. Only the items that has the "level requirement" change has the new "P/SoK" limitation.
