I remember it used to be in general shops, but can't find any now.

It's in almost every NPC item/potion shop.
I usually buy it at Kerning/Perion. Have you checked there?
If you want to remove a nebulite, thats a cash shop item.

Well, what they actually meant was that the general store NPCs would continue selling all that crap, but stop selling socket drills...
Fortunately it's only "several". Perion doesn't have socket drills anymore, but Kerning does.

It's pretty much every town except NLC, Leafre, and Perion that sells them.
