Basically this related to an earlier thread I made: http://www.southperry.net/showthread.php?t=57158
The question is; has this happened in KMS? In other words, can lvl 61-70 equips in KMS can now have the same potential tier as lvl 71+ have had. This would mean that a maple magician shield (lvl 64) can have 9% int on one unique line maximum instead of 6% int.

No. Potentials are still the same.
