Yes. Mikhail gives Empress Blessing, it works the same way KoC does up until 120. You can also do Akarium to get it to lv30.

Some of it seems to be slightly cheaper, but in any case ~$3 doesn't seem ridiculous for something like the anvil. FINGERS CROSSED
