It has a cap of 99,999,999. It inflicts a debuff on monsters that increases the damage cap on them to 1.2m for the entire party.

naa it work like this it a buff for 30sec like (dual blader final cut or a battlemage bodyboost) with cooldown of 90 sec for yourself
and this buff also work for your party it change the dmg cap to 1.2 m cap for your party but for your self it change ur dmg cap to 99m lolz

That person is the known kms mercedes with 500k range. Also the same person/group with that phantom that was hitting max when it first came out.
