In order to get the ring i just have to hit lv50 on my DB correct? I dont need to Job advance or anything? (for some reason there isnt a portal next to Ryden for me to get back to the garden/ cant get the job advancement at lv20)

Because you use a different portal where the weapon shop is now. Just try all of them and you will find it eventually.
