Equip a wand as a physical class, the common beginner wand and level 18 metal wand.

Do the Maple flags, or any other 1 attack weapons, not reduce your range to 1~1 anymore?

Taking a shot in the dark but I believe it's because when you switch to a different weapon like a wand, it uses the mage formula / wand multiplier or something.

If a warrior equips a mage weapon, they use a different formula that always makes them do 0 rounded up to 1 since you can't do 0 damage to an enemy.

Pirates can attack without a weapon, at least the original two, because bare hands count as one of their weapons.

even in such case, you'd have a range bigger than one, considering you have 4 int wether you want or not

probably because the claw, even if it doesn't have attack, is still the weapon for the class, so the other attack from your glove and such works, i know a BaM that while under tornado status got potential locked, and it's staff unequipped, he was still dishing 100k's with a 0 range

This is also true for Cannoneers and Thunder Breakers. Should also hold true for Jetts. That leaves mechanics as a maybe.
