Is there a way to keep ranks if you leveled it up?
I got an A rank on one of the lines but I used another circulator and it reverted back to C.
Do higher ranked circulators let you keep a minimum rank?

Doubtful. I got an S rank once and then it went back to C. I believe higher ranked circulators give better chance to have higher ranks appear, But I do not believe that a circulator will save rank to the next.
Hopefully Inner Ability locks come sometime soon.
