Neo City Quest Line : Time Erosion - Foxino - 2012-07-07
Describe the problem. Be as specific as possible!:
So I whilst doing the Neo City quest line I got to this quest (see image 1 in spoiler) so I went to kill "Apsu". Yet the kill didn't register on the quest... So I went back inside the map and was confronted with this message (image 2). So I think oh hey.. I`ll forfeit! but (image 3) that can't be done.
Anyone else having the same issue?

If you were in an expedition when you killed him, it probably screwed you over.

Did you get the time warp device from Andy?
This weakens Apsu so you can kill him.

I'm guessing family warp/hyper teleport rock don't work in Neo City. If they do, you could warp to Midnight Harbor and kill Apsu there, since that Apsu spawns with the Overlords.
