Has anyone else noticed that there is no canes available for purchase? Does anyone know if it's on purpose or if they'll appear when Phantom is released?

I'm not sure. Canes are currently dropped by several mobs, but I don't see them readily in shops. Kinda like what happened with Mech Armor.
They certainly might add them.

I think you can get the special mastery book that works 100%. You can select MW30. it goes from 10-->30 , 100% chance.

Pretty sure the justice shop in kms had the canes. Maybe after phantoms were added, but they definitely did.

i haven't actually tested this part myself* but i believe you can use two if your job is alchemist/herbalist, which is a 20% exp increase for 2 hours. if not, it's still 10% exp for a long two hours
dunno if it is, the special 30 mastery book most probably is not however.
they all take 10~15 mins to get, using the new-jett method

You can use 10% exp and +70 stat potions, 10% exp and 10% drop potions, 10% exp and status resistance potions, etc etc, but you can't use two 10% exp potions.
And oh god i didn't know status resistance potions were in there. Time to farm the F'UCK out of those.
