I'm not 100%, but I'm pretty sure those mounts as we have them will never be able to soar. The monster riding skill has no flying data associated with it, nor does it in jMS, last I checked. Along with the flying skill quest, I think they recieved another quest that allowed them to recieve skill versions of their mounts which do have flying data. I'm only basing that off Justin's blog though, which says something along the lines of:
Quote:After turning your mount into a skill, you need to go to Chief Tatamo in Leafre to buy an Ancient Dragon Scale for 50,000,000 Mesos. After youve bought that from him, you then go to the Dragon Rider PQ entrance map and talk to the NPC Matata. Hell give you the mount flying skill in exchange for that Ancient Dragon Scale.

Nope. The Draco, Mir, and Shinjou are still grounded. So is the Mercedes 50/200 Mounts (Even though they are technically skills and have wings to boot.)
