It's called Proclamação da Republica, it's a Brazilian event that happenned on November 15th of 1889 on Rio de Janeiro, at Praça da República,and the Leader of the Proclamação was Marechal Deodoro da Fonseca,that NPC you are seeing...

I'mma post details on the quests in a few hours or minutes ._.
