I guess we won't know unless someone gets a Screenshot of one on the ground in GMS.
Heck, it's entirely possible it was available at first and then that short server check removed them. We can't know for sure...

Its a glitch.
In MSA, Eliza cards used to drop from Eliza, i got a few myself, they were accidentally released when Area Boss 1 was out. It was removed in the next patch, though =(
