How are these items made?
I find it hard to believe that some items have way more then 10+ enhancements (considering the enhancements work at a 10% chance after 9 or so successes)
Is there a different scroll/cs item/event thing I don't know about?
(I've just started up two weeks ago after about 2 years so I don't know about lots of things :/)

It's illegit.
I believe these 301's and 608's are a result of Happyville, which let you essentially EE a weapon without booming it. I do not remember the exact method used.

Items can be enhanced up to 12 stars using Shielding Wards, though it will cost a pretty penny.
