Wireless Dongle Problems - Haseo - 2011-10-27

So I had a problem connecting to Starhub earlier and consulted Windows.

This was the result:

"Connect to the internet so we can find a solution to your inability to connect to the internet."

Really, Windows.

Anyway, I solved the connection problem by selecting CHAP in connection options, but apparently it says that doing this will prevent data from being decrypted. Does anyone know what this means? What is my computer trying to tell me?

Furthermore, I have another problem (which is why I was fiddling with my network settings in the first place). Does anyone know why my internet connection performance occasionally decreases damatically? (despite me staying put in the same physical spot) On such occasions, connection status shows a speed of 7.2mbps, yet firefox and internet explorer insist that they can't find the servers of all sites I try to access during these massive lagspikes. Is there any way to stop this?

I'm using a wireless connection with a stick (dongle) that dials out. I am unsure if this kind of line is hijackable (I read somewhere that wireless connection speeds may dip if someone tries to sign on to your connection).
