With JMS's familiars, this one is very unusual, for we had the Visitors Event last year.

It's from fishing. You can also get Goby familiars and Mini Bean familiars from fishing. I think the Mini Bean one only comes from the auto-fishing NPC, which requires NX, of course.

It's not a monster card, it's a familiar. It helps you fight monsters depending on their level. A card is something you register into the monster book, a familiar is a monster that can help you fight it. You can name them (e.g. I named my Kerning Square CD (thanks danielcatu) BieberSucks).

Are there only 35 or is that only how many you have learned/found...or is there one for every monster? So once you use the card and it is in the book you can summon them at will?
