Does the weapon speed affect archmages?

Only Explosion skill Pre-BB was affected by this, but now I believe no skill is affected.

so its confirmed that skills like CL+Para are unaffected; does anyone know if this changes in the future patches? e.g. jump/legendary patches?
contemplating whether to settle for the lvl 163 estaff which is fast 4 or 5...or the EC staff which is slow 8 Q_Q
