After you turn in your peridots, you get both empress bless and the Cygnus skill you mention.
Edit: My bad, you get the one that increases your HP and MP by 20% along the empress bless, not the one you mention.

Wasn't it Empress' Call (HP & MP +20%) and Empress' Prayer (WA/MA +4% for 2 hours, buff does not disappear on death)?
Pretty sure the Blessing was given automatically when UA were patched in.

iirc, prayer also gives you 100% accuracy on every monster in the game, which is pretty useless on a lvl 120 KoC
